The Flexibility Stack

As electricity systems become more decentralized, a growing number of technologies and stakeholders are involved in operating flexible energy assets such as battery storage systems. To participate in electricity markets and provide services to the grid, these assets rely on several layers of software and operational coordination.

Energy Management Systems (EMS)

An EMS is the control system that operates an energy asset at the site level. It monitors the technical state of the asset and ensures that it operates safely within its physical constraints - managing state of charge, power output, operating limits, and local control logic. The EMS is typically provided by the asset manufacturer, EPC, or system integrator.

Balance Responsible Party (BRP)

The Balance Responsible Party (BRP) - known in Germany as the "Bilanzkreisverantwortlicher" - is responsible for managing the balancing group (Bilanzkreis). A balancing group is the unit used by TSOs to track the planned versus actual electricity flows of a group of market participants.

The BRP is obligated to submit accurate generation and consumption schedules to the TSO in advance, and to compensate for any deviations from those schedules through imbalance settlement. In practice, a BRP might represent an optimizer, a trading entity, or the asset owner directly - depending on the commercial structure.

For battery storage assets, the BRP is the entity that holds the balancing group in which the asset operates. If an asset is dispatched differently than planned, the BRP bears the resulting imbalance costs. This makes reliable infrastructure execution – with accurate telemetry and deterministic dispatch – directly relevant to the BRP's commercial exposure.

Market Optimizers

Market optimizers focus on the commercial operation of energy assets. Their role is to determine how an asset should be dispatched across different electricity markets in order to maximize economic value. This involves deciding how an asset participates in balancing services, intraday trading, day-ahead markets, and other flexibility services. Optimizers analyze market prices, forecasts, and operational constraints to determine the most profitable operating strategy.

Infrastructure / Balancing Service Provider (BSP)

Infrastructure providers create the operational and technical foundation that connects assets, markets, and system operators. While the EMS operates the asset and optimizers decide where value should be captured, the infrastructure ensures that assets can reliably participate in markets and system services. This includes, for example, secure communication, real-time monitoring and telemetry, dispatch and setpoint delivery, data validation, regulatory compliance, and TSO prequalification.

In the context of balancing markets, the infrastructure typically takes on the role of Balancing Service Provider (BSP): the regulatory entity that prequalifies assets with the TSO, submits bids for balancing capacity and energy, and ensures technical delivery when those bids are activated. The two are conceptually distinct – BSP is a specific regulatory designation, while infrastructure is a broader product category. They overlap by construction, because any infrastructure bringing flexible assets into balancing markets must fulfill BSP obligations.

How These Layers Work Together

In practice, the interaction flows as follows: the optimizer determines the market strategy; the infrastructure provider submits balancing bids to the TSOs, communicates dispatch signals, and ensures proper integration with market and TSO interfaces; the BRP nominates the resulting schedules and settles any deviations in its balancing group; and the EMS executes the control commands at the asset level while maintaining safe operation. Together, these components form the digital backbone that allows flexible assets to participate in modern electricity markets.
